Nathanael Sirili (MD, MSc, PhD, Post.Doc. Global Health Leadership) is a senior lecturer at Muhimbili University of Health and Allied Sciences, MUHAS. He received his Doctor of Medicine and Master of Science in health systems from Muhimbili University and a PhD in Public Health (health systems strengthening) from Umeå University in Sweden. His expertise lies in health systems, project management, policy analysis, implementation science, public health interventions monitoring and evaluation, and health professional education. He has extensive experience in donor-funded projects, including the World Bank, UNICEF, USAID, WHO, SIDA, and ABBOTT Fund. He has published over 70 articles in international refereed journals (https://bit.ly/Sirili_N). At HSSRF, he is the founder and chairman of the foundation.

Dr. Caritas Kitinya is a medical doctor, researcher, and dedicated expert in project management, monitoring, evaluation, and learning in Health. With experience in management, research, and MEL (Monitoring and Evaluation) in public health, she has built a track record of promoting data-driven change, improving performance, finding novel solutions, and making information accessible. She holds a bachelor’s degree in Medicine and a master’s degree in Project Management, Monitoring, and Evaluation in Health, both from Muhimbili University of Health and Allied Sciences (MUHAS). Dr. Caritas is the Chief Executive Officer of the foundation bringing her expertise in driving the vision and mission of the foundation.

Mr. Ernest Edick Nyoni is the founding member and Chief Operations Officer of HSSRF. He holds a degree in Economics from Ardhi University and is pursuing a Master’s Degree in Business Administration (Public Health). Mr. Nyoni serves as the Director of Administration and Finance. He oversees all operational supporting functions to ensure smooth program implementation while complying with funders, the Government of Tanzania, and internal policies. To the foundation, Mr. Nyoni brings over nine years of experience in research, financial management, project coordination, grant management, and administration.
With over nine years of experience in research, finance, and administration, Mr Nyoni’s areas of expertise include administration, financial management, project coordination, design and administration of grant strategy, grant policy formulation, grant/proposal writing, the establishment of proposal evaluation panels, startup of complex projects in challenging environments, and project closeout.

Dr Emilia Kitambala is a medical doctor and scientist who is intensely interested in public health. She is dedicated to positively impacting Health Systems, Non-communicable Diseases (NCDs), Infectious diseases, Reproductive and child health, nutrition, and climate change. Her experiences include program implementation and research on HIV, NCDs, renal diseases, health system strengthening, and vaccination. Emilia has collaborated with various government and non-governmental stakeholders to address health disparities and advocate for health equity, particularly for vulnerable populations.
Emilia’s expertise includes health system research, monitoring and evaluation, and program management. She is driven by the belief that a healthier society is within reach through evidence-based approaches. Emilia strives to bridge health gaps locally and globally, contributing to transformative health outcomes.

Notikela Nyamle is a Registered Nurse and Public Health specialist. She holds a bachelor’s degree in Nursing and a Master’s in Public Health and Implementation Science. Notikela excels in project management and implementation research and is proficient in quantitative and qualitative methods, data management, analysis, and dissemination. She brings extensive experience working with various stakeholders utilizing scientific evidence derived from programmatic data or research. Her dedication to enhancing healthcare service delivery through evidence-based decision-making among crucial stakeholders is evident. Ms. Notikela is serving the HSSRF as the Director of Monitoring and Evaluation ensuring quality and rich information for program evaluation and improvement.

Mr. Luco P. Mwelange is an Environmental and Occupational Health expert, currently serving as an Assistant Lecturer in the Department of Environmental and Occupational Health at MUHAS (Muhimbili University of Health and Allied Sciences). He earned a Bachelor of Science in Environmental Health Sciences and a Master of Environmental and Occupational Health from MUHAS. He is pursuing a PhD, which focuses on assessing work-related cancer risk factors in developing countries. He also serves as the Assistant Coordinator for the Global Health course in collaboration with Karolinska Institute and as the Managing Editor of the East African Journal of Public Health. Mr. Luco is the Director of Strategic Information, he is experience and dedicate in ensuring high-quality, reliable evidence and data is effectively collected and used for the improvement of health and health and social sciences programs.

Director of Programs
George Kiwango is a medical doctor and public health researcher focusing on strengthening Health Systems and Epidemiology in Tanzania. He has experience coordinating large-scale public health initiatives, including overseeing the National Health Workforce Account implementation and leading a 5-year grant project in partnership with Johns Hopkins University. He has also worked as a researcher at Karolinska Institutet and as a Quality Officer in the HIV/AIDS Program for the US Embassy’s Department of Defense. His background is in Epidemiology, and he actively engages in HRH-related consultancies and research. Dr. George as the Director of Programs leading the foundation in researching, planing and implementing foundation’s programs.
